Asch gives us the background on one of the most exciting proposals Washington has seen in years. A long list of organizations and political leaders have already endorsed the idea.     Andrew is an Associate at Rhumb Line, LLC in Richmond. He is a former State Chairman of the College Republican Federation of Virginia and a 2006 recipient of the Patrick Henry Award for Public Service and Leadership. He graduated from the University of Mary Washington in 2007 where he earned Bachelor of Science degrees in Economics and Political Science.
